Not to make this sound to simple, and you may have already tried this, but.....

Why don't you just make a new e-mail account with-in your Outlook on your desktop for your POP3? Create the new e-mail account, sync the phone and then select the e-mail folders in the e-mail options menu with-in Active Sync. This should push the messages to you through the exchange server.

Exchange Server only syncs Exchange related items, any POP or IMAP added into Outlook wouldn't be included because they are just add-on accounts.
