right...there used to only be 1 data plan
doesnt look like they can track it just like any other push service
but since verizon doesnt really know any 'web' based service they cant say not use it
exhange is a big name and just by saying it they think thats all that is out there....
also i think exchange used to run off of texts initiating emails to devices which is another story
also noting there terms and conditions doesnt mention exchange specifically like it mentions wireless sync/blackberry mail

Wireless sync looks like a different animal though. Ive never used it but it sounds like it was set up from the beginning as a pay for service and its usage is tracked by its software.

wireless sync is a verizon based opertation so they can control it
you have to download there app and use there servers which is why they can control it/see it
