Default No WiFi with Verizon?

I'm sure this was discussed earlier. Can you use the Internet Explorer on Verizon's version of the Q? I am under the impression that they want you to pay for their data plans rather then being able to use free wifi. If this is the case I wont be buying this phone.

The original Q does not have wifi (any carrier, I believe...) I think the 9Qc for Verizon can do wifi...
