The COmputer is trying to use the Q as a network device, unplug it from the computer and continue configuring your phone.

Same reason why my Q won't check POP mail when cabled to my work PC

go into the browser, change the connection setting from auto to internet and retry.

Also reboot the phone, sometimes a sync that didn't finish can cause funky stuff.

Started IE on my Q9h for the first time (as I have Opera) just for you.

you should still be able to access the settings, check your soft keys, one should say menu.

Try the solution I quoted, it is VZW Q9M specific.

Reboot and if still no joy I would call Verizon.
