sounds like vacation days everything, but over time, not all your days will rollover to the following year.
BUT I think the reason VZW doesn't have roll over is because they're the top dog with the top network coverage. Cingular (before they merged with AT&T and then became AT&T again, lol) probably came up with rollover to try and chip away at VZW. That's why probably Sprint uses gimmicks like 7pm start of nights or T-Mobile's insane number of minutes / messages: to attract customers.
If VZW suddenly lost subscribers and was regulated to the bottom of the top 5, you'd start seeing them come up with features like rollover or offering more minutes.
