Probably the first thing I would do is determine who has the best coverage. A cheaper plan from another company but has no signal where you are, is really worthless because you may save a few bucks, but if you can't use your phone, whats the point.
I know USC offers a 30 day satisfaction guarentee, just make sure whoever else you try offers that as well.
And if its for a business, check with USC's business people. The plans and pricing for phones are little different than regular consumer pricing - usually a little better priced especially on equipment.
