Don't quote me on this, but I believe when you are in "911 only", ONLY a 911 operator can locate you using GPS (if they have the right equipment). With the "Location On", only authorized people can locate your phone. An example would be parents who want to be able to find where their kids are, you can subscribe to the 'Locator Service' and you can pinpoint the phone to within 100 feet of it's location.
Alot of people have said they think it drains their battery if it's 'on', I've been told that it doesn't and haven't experienced any problem with leaving mine on.
Perhaps my wife is tracking me...........shutting off GPS at this time.
