IE only transfers data when loading a page. The two way arrows indicate a connection is available and the "do you want to connect" is just when you start the program unless you disable it as I have. (why start IE if unwilling to connect?)
The little PDA icon next to the EV is what indicates data transfer.
That being said the little PDA shouldn't come up unless there's data activity ie. internet, email, exchange, on demand, etc., however mine will stay inactive till I make any kind of connection then when the arrows are there the PDA icon shows up every so often even though I have no active data requests. The only thing I can guess is going from EV to 1x and back does it. It does not do it however if I haven't established a prior data connection in some way.
Any ideas folks?
