Just for shits and grins, try disabling the User Account Control under Users in Control Panel, and reboot.

I had a lot of programs that would not run until I turned that off, then magically everything seemed to work. If it doesn't make a difference, you can turn it back on easily at the same place.

try WMDC with UAC on? I could try but im not sure it would help :|

I couldn't get WMDC to work for days (it kept showing not connected even though the phone was being charged when I plug in the USB cable), and I kept thinking it was a problem with my Windows Vista. I even uninstall and install WMDC and drivers several times but of no use.

However, fumbled on this and now it works perfect! It was a setting on the phone. Go to Settings > Connections > USB Device Type and change it to Activesync Serial. It's just that!

See if it works for you.
