Where do i put this phm registry.

I just downloaded the phm registry and i have no idea how to get this thing to work. Ive been searching all over the net with no luck. Do i put it on my q? And if so where on my q do i put it?

if its a cab fileput it on the Q and run it from the file manager
if its an exe file run it from he PC
