Default Voice Recognition Problem

Has anyone ran into the issue of the VR software not launching. I start the software and it says "SAY A COMMAND" and then does nothing even after I state the action. NOTHING.
When I check in the task manager the software isn't running. I didn't have this problem before I updated the phone software but now I do. Any ideas?
