Default Install Apps from Vista

I just got my hands on the Automatic Key Locker utility (ok, so this is not so difficult). The problem is that I am using Vista to sync my Q, and the app came as a .cab file. The way you are supposed to install apps when they are in .cab format is to go to add/remove programs and click the install there.. but there is no install button in the "Mobile Device Manager" that comes with vista...

How do other people install .cab apps from vista? is there a step Im missing?

I put the .cab file on my SD card (though I could have put it on my Q itself) using the windows interface, I just plunked it on a spot on my q.

I then unhooked my Q (mostly so I could hold it easily) and went to file manager on my Q (Home-> Start -> File Manager. I navigated to the .cab file from within the file manager and selected the file. Selecting the file caused my Q to install the application, once it was installed it showed up in the vista mobile manager.
