Did following in successive steps:
1. downloading RAR file (thanks to all who mentioned the links) to PC.
2. installed a free-ware (on PC) to unzip RAR file.
3. Connected Q with PC using Active Sync.
4. copied .cab file onto Q.
5. Copied DLL files onto Q\Windows.
6. Got verinfou.dll can not copy error. Ran <prompt>atrrib -s verinfou.dll from PC ( thanks again folks for the hint).
7. Copied verinfou.dll again onto Q (using Active Sync).

does anybody has problem doing similiar setup in their Q9h?
I did what's being documented, includign copying the missing DLLs to the \Windows directory, I find the video quality of the streaming horrendous, as you can see in below photos.
Any idea how to solve it? (The other problem is youtube streams always result in "Fail to connect to network" or something, and when I have no problem with my local cable RTSP provider, it ends up with video quality problems)
