Default Visual Studio .Net Software for Q Development

It's been a few years since I did any real programming, so I had a few questions that some of you might help with. First, let me say the last real programming I did was with Visual Basic 5.0 and primarily for use in MS Access programming (the JET database worked well with VB). Next, my primary reason for getting back into programming is to develop a few small programs for use with Windows Mobile 5 (for folks like me who own a Q or other Mobile smartphone). The type of programs I want to develop emphasize business tasks with the two top projects being a reference work (searchable database, likely) for specific legal titles (Fed Rules Civ Pro, Fed Rules Ev, etc.) and the second being a trial management application.

So ... here's my questions:

1. Is Microsoft's Visual Studio .Net (version 7.1 for the 2003 season) going to work okay with Windows Mobile 5?

2. Any good books one might recommend for moving from VB 5.0 programming to VB .Net programming?

3. Any forums or online discussion areas that might be worthwhile?

4. Anyone know of any companies doing "training" or "education" software for the smartphones? I've created a couple Podcast type multimedia programs that can be downloaded to the iPhone or similar devices but haven't seen much for the Q or other smartphones.

I don't think Visual Studio 2003 supports Windows Mobile 5. It might let you create programs for Window Mobile 2003 that will run on Windows Mobile 5. I'm not sure. Visual Studio 2005 and 2008 offer more options for working with Mobile devices.

VS.2005 certainly does support creating WM applications.
