One of the project types in Visual Studio is a setup project for win mobile cab files. Sorry, I don't remember all the details.

Thanks for the link. Following that(and a similar link I found in the MSDN library) I was able to successfully create a cab that attempted to install on my phone. It would install like a normal application however when it finished it says "installation was unsuccessful". I've tried this several times with no success. Does anyone have any idea what the issue may be?

Are you sure there's enough room on your device? I'm not sure what all can cause that message, but I believe not having enough space can.

Not too far back a few of us were making/editing cab files and the only app that worked for me was WinCE cab manager. A little spendy which is why I only used the trial...30 days...but didn't error out like your experiencing!

also...f you ever get a "not signed" error when executing the cab, there is a free simple signing tool out there!

WinCE did the trick. Visual studio 2008 was giving me cabs that were 10 megs and didn't work. WinCE gave me one that was 80kb(which seemed about right for my program size) and it worked perfectly. Thanks!
