Free options for Windows Mobile 6 Standard development?

Okay, so the impression I get is that if you want to develop for the Windows Mobile 6 (WM6) Standard smartphone platform that you need Visual Studio 2005/2008.

Is there some kind of free toolchain that will allow one to develop for the Windows Mobile 6 platform for free? I'm sure Visual Studio is worth the $300, but I just want to dabble for now.

I keep coming across little clues around the web that this maybe possible, such as:

Using Tcl:
