Bluetooth API - how do you control turning on/off?

Usually the bluetooth features is turned off with the API calls BthGetMode/BthSetMode under CE -- that may only be true when they have the microsoft stack: it must be different with the Q because I get don't get an ERROR_SUCCESS returned when doing a BthSetMode..

Since they have the widcom stack, is this possibly different? If so, how does one programmatically turn BT on or off? It certainly isn't clear from their API documentation..
