Make sure "Constrain Proportions" is not checked anywhere, or something similar to that

Try Irfanview, it's free and is good. Not fancy but will do the trick. When the dimensions change automatically like that it's preserving the aspect ratio. You can crop the image, or turn off the aspect ratio preservation and see if it looks okay to you or too "smushed."
