I can't actually tell you when those files are created. I assume they're always created when you use a
new homescreen. So every homescreen you've used should have a .hif file.
I'm also not sure when they're (automatically) deleted. I know they are, because the number of them stays small, but not sure when.
Those files are backup files. The home.exe uses the last one (highest number) when it crashes. So you can delete all files, except for the last one with the highest number.
