Place the folder and xml in your home folder on your phone. You can import the registry entry to make the start bar black. If you already have a black theme on your q, you can copy that and rename it lcars.

the one in this homescreen, its lcars.home.xml.reg

A reg file adds information to your registry. I wouldn't add any .reg files to your registry unless you know exactly what it does. A malicious person could make your phone non-functional. Having said that, if you still want to add a reg file to your phone, use Resco reg editor, or PHM (freeware). There's not much in terms of a homescreen or XML that should be done with use of an XML besides maybe changing your softkeys to black.

if you executed it on your pc it would add the changes to your windows registry on your pc. If you want the info added to your Windows Mobile on your Q, open it on your Q. On mine i can open it with Resco explorer and it pops up askng if i want to add it to the regestry. Not sure if that functionality is built into Windows Mobile (assume so though) or if its beause i installed the Regstry plugin to Resco Explorer. I get the same thing through File Manager on my Q though. Good luck.
