Yep, look at it this way, it's their power, they are paying the bill for all that electricity, plus 400 people in at the same time and it will add up eventually, to what, $10/month? heh, probably more, but not much.

in "the" motherland (a.k.a. the Netherlands) in dept. stores they charge if you want to use the restroom (there is actually a person sitting at the entrance making sure you pay..), you pay for refills and at almost all shopping centers you pay for parking..
ok, say 1000 people are plugged in at the same time with a Q9 adapter, .15amps at 110v, that's 16.5W/hr/person, so 16,500W/hr. Let's do 18 hours per day, so that's 297,000W/day and 108,405,000W/year, or 108,405KW/year, and at 7 cents/kwh (just a number, varies across the US) would cost the airport $7,588.35 in a year.
Now, 1000 people plugged in for 18 hours/day is way over the top for a phone, but not for a laptop --- my laptop's adapter can pull 2.4amps, the equivalent of 16 Q9 adapters, so it would only take 63 people plugged in with laptops to cost them that $$$ in a year.
