Unknown Status Icon???

Recently at work I have been in a training room and have had very weak signal on my Q. I noticed a weird icon occasionally when I looked at my phone. Its in the signal bar. It is just the signal bar with a circle with a slash through it.

I am assuming this means I can't make calls period, but I have been able to, so I don't know what it means. I can't seem to find any information on this icon anywhere. Any help would be great.
