After a new install, I'm also having the sync issue with contacts. Even told it to overwrite the desktops contacts (trying to make it a one-way sync) like I could in 4.5.

Default syncing contacts

A couple of things to try. Open Outlook and right click on Contacts in your folder list. Click properties then click the Outlook Address Book tab. Make sure "show this folder as an e-mail address book" is checked. Try to sync. You may have to de-select and re-select contacts in your sync options a couple of times to force a sync. You may want to also upgrade to ActiveSync 4.5 unless your Outlook version is 2002 or less. Sync 4.5 won't work with older Outlook versions.

That was not it. I'm using Outlook 2007 and Vista's Windows Mobile Device Center.

The problem was in the WMDC under Mobile Device Settings > Contacts > had Work PC set not MotoQ.

Was my bad. Thanks.

Well my wife is having the same problem but we have XP Pro not Vista, so we don't use the WMDC thingie.

So for us, it's: XP Pro, Outlook 2007, Moto Q9m...

All contacts are on phone. Will not sync to Outlook. No error messages in activesync, and says everything got synced. But no contacts.

What are we doing wrong?

I'm assuming you've specifically set Contacts to sync within ActiveSync . . . if you try to create a test contact in Outlook, does it sync to your Q?

Have you disabled advanced network functionality in the settings (settings-->connections-->USB to PC). This was an early problem for me. Not sure if it's the same in later Q's, I have the original.

Yes. I created a contact in Outlook and it synced to the Q just fine. It just never syncs from the Q to Outlook.

I just tested this out. I went in and changed the setting on the Q to disable the advanced network functionality. It didn't solve the problem. Still no sync from the Q to Outlook. Frustrating.

What I have also noticed now is that after I sync the first time, the second time I sync ActiveSync does not even list Contacts as a linkable item... only calendar, email, tasks, and favorites are listed and synced. I have to delete the mobile device from ActiveSync and start over.

[EDIT:] I was going through this process again and decided to go into Options before deleting. In the list there Contacts had deselected itself (even though I have confirmed through multiple times going through this that Contacts was initially selected). Re-selected it and now it works fine. I guess it was a combination of the Advanced Networking and a re-selecting of Contacts. Weird. But it works now. Thanks for the ideas guys!
