Q sharing internet to other Q through BT?

I searched and couldn't find anyone with this same exact question, so I wanted to ask. If I have a Q9m (just for specifics) with a data plan, and someone else has a Q without a data plan, can we connect through BT (personal network, I think is an option for BT), and can that person use my data (internet specifically)?

I hope the question makes sense- I'd draw a diagram, but that'd be complicated on a forum.
