problems connecting to pc

I was finally able to get the activesync to work with my pc. I downloaded a file on my pc and transfered it over to my mobile phone connection. It's a cab file, so how do I install that onto my phone?

Go to file, then delete the device (make sure it isnt connected) then try again. Make sure you are using AS 4.5
