Default No Master Reset option in System Tools Folder

I began downloading the software update on my Sprint Moto Q using Vista Home Premium (32-Bit Operating System).
Eventually (underneath the progress bar) it read "Restoring Personal Data" as I thought all was going to be successful, but it never has completed pass that!
At first I continued to get the message:
ERROR-Update has not been completed.

Please try again by completing the following steps:
1. Reconnect the usb data cable to the PC.
2. Power off your Motorola device and turn it back on.
3. Reconnect your Motorola device to the USB data cable.
When you have completed these steps successfully, the software update process will resume.
And this occurred each time I would reboot both Q and my Vista Labtop to retry. I tried several times rebooting then reconnecting but it still would have "ERROR-Update has not been completed" right as the software update informed that it was “Restoring Personal Data.”
So I went to my XP Desktop, and retried the Motorola Software Update on it, and it said "Your device has the latest software. Motorola has no updates at this time"!???!! Yet all of my personal Data was never restored!!
So I checked the fuctions of my MOTO Q and its ability to call, text, and access email was all in tact; Only my Personal Data had not been restored.
But when I hooked it back to my Vista (place of original update) and sure enough it still would have "ERROR-Update has not been completed" right as the software update informed that it was “Restoring Personal Data.” I left it there for over half a day the the progress bar staying at “0%”!!!!
To save frustration, I decided not to worry too much about the Personal Data not being restored, particularly because I had a recent Sprite Backup.
So I went to the Sprite Back-Up on my storage card to restore, which restored my third party programs/applications but still not my contacts!!!
Since I was already trying to avoid frustration, I decided not to worry too much about the Contacts not being restored, particularly because I had a recent Sync with Outlook.
So I plugged into WMDC (which synced appropriately before this whole update thingy) and I got a Red ‘X’ at the bottom Left-Hand Corner saying ERROR!
I searched HELP for the problem and followed the instructions of:
Windows Mobile Device Center fails to connect due to the Windows Portable Device driver failing to load. In some cases, you may be unable to connect and only a red X error icon is displayed in Windows Mobile Device Center. This can be caused by Windows Portable Device driver failing to load.
Connect your device
Go to Manager (Computer > Properties)
Find the Portable Devices node
Locate the Windows Mobile device entry
Choose to uninstall the driver
Reconnect your device
BUT STILL “unable to connect and only a red X error icon is displayed in Windows Mobile Device Center.”
As a last resort and eager to get back to my MOTO Q, I told myself I will just do a Master Reset and build from there . . . .
But now when I go to the System Tools Folder . . . . . .
It is EMPTY . . . . .
No Master Reset Icon . . .. No NOTHING!!!!!
Any suggestions???????????

Turn the phone off and then hold the center of the d-pad while powering the phone back on. release the power key when it starts up and select yes when you are asked would you like to master reset?
