No EVDO with Verizon phone in Mexico

First of all, I am from Mexico, and me and a friend just bought a Verizon Motorola Q.

I already managed to activate the phones with our local numbers with the largest CDMA company in Mexico, Iusacell, without any problems.

The problem I have, is that our phones are always showing 1X instead of EV, when the Iusacell branded Q's are showing EV even without activation.

I already tried to use my phone with QPST to upload the local PRL to no avail, and from all the research I have done, no one has gotten the Q to work with Motorola's PST or QPST, which means I don't have much chance to change stuff on the phone this way.

*228 is not working for these phones, so no over the air reprogramming or PRL updates either.

Everything in the Field Test Menu is correct, I think, with HDR being automatic and HDR Hybric turned on.

From what I got from the Iusacell technician on the phone, I should have a Connections option in "Settings -> Connections", but I do not have it.

What could be the problem? frequencies should be the same, as well as ports, right? I have searched the registry for something that might help, but haven't found anything...

I have no idea how to fix my problem, and any solutions or ideas are welcome! Thanks!
