couple questions
when ever i try to send or receive a pic txt it says i have an error
and i was wondering if i set up an outlook email account if that costs extra money. i dont have a data plan.

if you set outlook (in your phone) up to sync with outlook on the PC via active sync or WMDC, no. Otherwise; if the phone is checking the email directly, it would be using data and costing money.
Do you have a data block on your account? That may explain the error.

email uses data, which uses $$ without a plan

who is your carrier? currently only verizon, at&t and sprint(with patch) cand send mms

my carrier is verizon. but what would explain me not being able to send/ receive pic txts?

Verizon can send & receive pix text. It does sound like an error at their end. Whether or not they set your phone up right or have to activate the service? I would give them a call. And from what I read, get a book and cup of coffee b/c you may be on the phone awhile.
