Enable Phone Lock

I just got a new motorola Q black, not the q9m, and under start > settings > security there is no Enable Phone Lock, why? the online manuals and faq say there should be... has this feature been removed in an recent update? Could there be a third part app that does the same thing?

i have an option under security called device lock
you can also hold down the home key and see if you have anything there that says device lock (which you should)

MOL3 here, under Security i have: Device Lock and Certificates.

Quick list: also Device Lock.
