Default Does the Q charge when connected via USB?

Just curious if my Q is charging in this state?

Not entirely true. I've seen laptop docks where it looks like their is power, but actually the USB port is not sending power to the phone. A good test is to turn off the phone, then connect up to the PC. Not only should it light up with the little battery symbol, but it should show some movement on the battery icon...even if it is taking a trickle charge.

I have a car charger with interchangeable tips on it (sold under several names around the country). The tip I used for my Blackberry was also a mini-USB, however, it would only POWER my Q, not charge the battery. It showed on the screen that it was getting electricity, but there is a difference between wiring on that one and the proper tip for the Q.

BTW, on my PC at home, 2 of the USB ports are "powered" and 2 are passive. Yours may be too.
