Creating a new start menu icon

I have a shortcut to a small program that performs a soft reset on my q in my start menu.

The icon as of now is the default blank slate.

I have taken a screenshot of my desktop computer's restart button and cropped it to both 16x16 and 32x32 bitmap files.

I would like to assign one of these bitmaps to the shortcut of an exe that does not currently have an icon assigned.

Can anyone tell me how to do that?
