The easiest way that i know to do this is using Resco Explorer. Using Resco Explorer, highlight the desired file/folder > select Action > Send To > Start Menu as Shortcut.
I do recall seeing a method to do this without Resco, but it was much more involved and I don't recall the details/steps to do it.
