I would venture to say it's similar to why most cable companies put a cap on your cable modem speed. Not because they hate you want want you to pay for the bandwidth, but if you're downloading at 5x the rate of your neighbor, his connection is going to suck. The "slower" IE settings probably put less of a load on the network, so the network can technically handle more people at once. However, since the network handles "burst" traffic wonderfully and continuous traffic horribly, I would think getting it all down over multiple connections would probably work out better for them. But who knows... the settings might be grandfathered from 1x connections in WM2003 for all we know.
