Default Change icon order in Start Menu *SUB* menus?

I know how to change the icon order in the start menu:

HKCU\Software\Microsoft\shell\startmenu
edit the Order key

However, the submenus are not under this key. The only place I found the submenus is:

HKLM\Software\Microsoft\Shell\Rai\:MSStart\[foldername]

and adding the Order key has no effect. Any ideas?

never seen anybody try this i believe.. so probably not possible.

I believe there are programs you can buy that can rearrange the submenus, so I think it's possible. Can someone verify that who has such programs?

I don't want to install software I don't have to, so I have not downloaded trials or otherwise installed 3rd-party file/menu managers. I will if I don't find another solution, though.
