It depends on what you want to use to watch the converted videos (Windows Media Player or TCPMP) and what format.
I prefer TCPMP as it handles many formats like DivX/XviD, .avi containers, .mp4 (as long as you have the aac codec) and so forth.
Now, onward to free conversion software.
1. For converting to DivX/XviD format, i recommend PocketDivXEncoder
http://www.pocketdivxencoder.net/ . For a device like the Moto Q9c, use 320x240 preset.
2. If you want to kill two birds with one stone (terrible analogy..i know..i love birds a lot..especially Parrots), then you might want to convert to the MP4 fprmat which is also used by iPods, PSP's, Zune and so forth, then this free app would do the trick. Videora Converter
http://www.videora.com/en-us/Converter/iPod/ .
There are lots more out there but I recommend PocketDivXEncoder. Anyone else can chime in...
