It is indeed a very different device from the one sold in the US. Aside from the superficial similarities, it is indeed a quad-band GSM device, but the similarities end there. The European version of the Q9h (Q9 Global in Europe) uses the 2100 Mhz band for their 3G, while the US Q9 is using 850/1900 for UMTS.
Also, the European version doesn't have the built-in GPS.
So, while it will work for basic calls and GPRS, you won't be able to avail yourself of 3G speed here in the US.
