It has to either be in the phone or in the tower network.
yeah, idk then..

Thanks for the suggestion, though, and keep them coming. Maybe we will find the problem before the "experts" do.

My Q9H started to have this issue today as well, it'll insisting on changing it's time 1 hr ahead...

however i have found something weird,

if i'm connected to 3G it'll be 1hr ahead, if i'm connected via Edge it'll be the correct time.

so i tested it further by using band select to switch between the 2 modes.

the time will change to correct time on Edge, and 1 hr ahead on 3G....

AT&T wants me to master reset my phone.... but i really can't do that at this time.

That's interesting. Not being with AT&T, I am not familiar with 3G and Edge. Please explain what they are.
Some others may be able to provide better info, but here are a couple of things I have learned about Master Resets.
1. Was too late for me, but I have heard there is a file called Pim.Vol that contains your phone settings. Copy this file to your Card before resetting.
2. Any encrypted data on the card may be lost when resetting the phone with the card installed. Remove it first.
Master resets have only temporarily fixed my problem. It gets off again as soon as it communicates with the tower if I have it set to automatically update time zone. Is yours set to automatic or manual? If you don't know it is in Start/Settings/More/More/Phone Settings/Clock & Time Zone.

not sure if i can explain this correctly anyhow

my phone is set on auto clock and auto time zone, like you i don't think it's right that i have to disable them to have the phone working correctly!

3G = HSDPA (High-Speed Downlink Packet Access)

which allows DATA and Voice to be active at the same time, and much faster DATA speed as well.

Edge/GPRS (GSM/CDMA)

is the older data type where it's slower in data and it can't be runing at the same time if you have a voice call active.

so there should be two type of CELL Towers signals AT&T is running 3G and GSM/CDMA

so while trying to figure out why my time keeps changing with no luck i when outside to get some fresh air, and bam phone lost 3G signal and dropped to Edge and my time was correct!!

walk back in to my office 3G signal came back and time again is 1 hr fast...

so after some digging if you open file manager and to to device\windows you can find a program call bandselect.exe

run it ones it'll have a error of unable to read your current band, click ok and run it again

this time it'll give you the options to select your phones band

default is Automatic, as you scroll you wll have North America (3G/GSM), W850/W1900 (3G), 850/1900 (GSM), 900/1800 (GSM)

setting it on automatic or north america (3g/gsm) will let the phone hop between 3g and gsm (edge/gprs)

and i retested it walking in and out of my office and time would fix and break itself as it changes from 3G to E or G.

setting the phone to W850/W1900 (3G) or 900/1800 (GSM) will give you 0 bars, i guess this is bands not used by AT&T

setting it to 850/1900 (GSM) will give me full bars and lock to E or G no 3G support.

which now my time is always correct...

but i no longer can have a active DATA connection and a voice call at the same time which it's a big bummer.

The 9h must be quite a bit different. I have an original Q, but joined this thread as it was the closest one to my problem.
Great explanation. I now understand, but having USC service in a rural area, I only have CDMA available.
The only band choices on the phone are CDMA or EvDO.
It doesn't sound like yours is the same problem, but did you happen to check your time zone setting?

yeah time zone is set correctly -8 PT, and microsoft Feb'08 DST patch did nothing LOL.

I guess i have no option but to disable Auto Clock and Auto time zone, for now to get 3G working.

and keep finger crossed that once and if WM 6.1 is released flashing to that will clear out the issues.

it would make more sense to have all data wipped to do the upgrade, then to trouble shoot a issue that i really don't think it's the phone.

So even though your time jumps ahead, you still have the correct time zone? I have the opposite, my time stays correct but my time zone jumps ahead. Weird!
