Q9h data plan in UK

I purchased an unlocked Q9h that originally came from Spain, and was not able to get 3G service on the at&t network. I gave up and bought the same phone from at&t, and gave the euro version to a friend in the UK for Christmas. Where should he try to go for a data plan?
