First to an earlier post ... there is a GSM Motorola Q without 3G. The "MotoQ 9e" does not support any of the 3G bands. This phone can be purchased direct from Motorola. It's quad-band GPRS and EDGE.
The "G" that you see probably means your losing EDGE and dropping to GPRS.
When 3G is availble and suported by the device, the display will be "3G", not "G".
There are two GSM Moto Q 9's that support 3G; the "Euro" version which has W2100 band 3G, and the North American (largely AT&T) one which supports W850/W1900 bands for 3G.
If your phone is truly "AT&T", perhaps there is a problem. You might check the Band Selection options to see what manual selectons are available. If it shows W2100 as an option, you have a "Euro" Q.
Unfortunately, the Motorola Q 9h does not support all three 3G bands.
