if it can't even play audio with vids created on the phone ...I would call it toast

It may just be a WMP setting problem, or perhaps WMP codecs somehow got corrupted, not the first time Microsoft apps went haywire. Trying TCPMP can see if it related to WMP or the Q itself, no?

shouldn't the WMP settings have been corrected after OP did a master reset?

You would think so, but you would also figure that the music wouldn't play either if it was the Q itself, but he states that music plays. So testing another media player is a simple alternative to test any possibility that needs to be eliminated to narrow down the cause of his issue.

wonder if OP's "feedback" will also include the entire tech support and possible swap process the average Joe would endure :-)

ok TCPMP works, and the sound works for videos i recorded with my phone. but videos played through cellular video still has no sound. and it is still run through windows media player

OK, at least we established that your Q is able to play videos with sound.
TCPMP does not have the audio codec to play the 3GP video recorded with your Q. Those video clips need to be played with WMP, so I'm leaning torwards what mike referenced earlier about making sure you are recording the video 'with' sound using your Q's video recorder.

playing a supported file in both players should confirm if WMP is faulty or not

with TCPMP, and audio works.... the same files will play in WMP, but audio does not work. Anyone know if there is a way to uninstall WMP, and reinstall it? Or would i just have to attempt to get another device? I love this Q9 way more than my old 8525, or the Tilt...
