backdown00 is on a distinguished road
Default is there anyway to assign the scroll wheel...

To increase the ringer volume and not the system volume. It would seem when I hold it in and try to increase it to increase the ringer volume, it does not do this. Is there a way to configure it to do so?

if the phone is ringing you can scroll up (not holding in) and it should turn it up
but if you go it to start..settings...sounds you can increase the ringer volume there i believe

no and no
usually the system volume will control the ring tone volume if the system is low then the ringtone will be low too
