Office/Outlook 2003 and up is OK with Vista. I think it was DrQ who found just the Outlook e-mail program without buying the whole expensive Office Program on Ebay. You can also sync contacts with GMail (If I remember that one right).
When you are syncing your contacts without Outlook nothing is really happening. No data is being transferred anywhere b/c it has nowhere to go.
Plus w/ Outlook you have a calender to keep dates and appt's with.
Is this the information you were looking for?

You can also find outlook standalone at staples, it is generally worth the price.

I haven't seen office through the army yet, but if you find a link please let me know. I'm getting a new laptop soon and if I can get the whole suite for $30 that would be great. When I found outlook at staples it was $100
