Start the Connections settings applet.
Press the Menu softkey.
Choose the Advanced menu item.
Press the Menu softkey.
Choose the Options menu item.
Ensure the My desktop connects to option is set to The Internet.

I tried to set the "My desktop connects to option" to the different option and it still trys to connect to the internet on my PC.

If I go into the active sync program file > connection settings > and uncheck Allow USB connections it allows me to connect to the internet through my phone and not my PC.
