I believe it's detecting that it's already installed on your desktop PC. Try uninstalling it from your PC, then reinstall it with the problematic Q attached.
I got the same message when I tried installing the framework on my replacement Q and had to uninstall the framework from Add/Remove programs on my PC, and then try again.
