Default Ring Delays

I think I've noticed this on my Verizon Q, but also with other cell phones. It could be the nature of the beast -- the call probably hits the carrier, which generates the ringback tone to the caller, then the carrier has to send the signal out to its towers to let your phone know it has a call, then your phone has to wake up and finally it plays the ring tone.
