It is from a TV show called Laugh-IN, which starred Rowan and Martin comedy team as hosts and a slew of other comedians, who became famous to different degrees, on their own: Judy Carne, Artie Johnson, et al. This was really 'cutting edge" TV, in its day. Lots of bikini clad girls, body painting, irreverent comments, funny bits, hatch doors, slap-stick. "You bet your bippie" was a M&R euphamism for "You bet your ass" which could not be used on TV back then. It caught on across America. When you used it, peoople knew you were hyp to Laugh-In.
