It was affecting the contacts I had copied to the phone and not those on the SIM. So I fired up Jeyo Mobile Companion, deleted all the contacts from the phone and recopied them from the SIM. Process took under five minutes and the phone contacts are now editable(is that even a word?).
The beauty was Photo Contacts Pro reapplied the contact photos without any action on my part. But I still have to reapply the ring tones.

Off base question... do you have a separate contact/photo for someone's cell phone and their home phone or do you have all numbers under one contact?? I find myself making separate contacts for each number with it's own individual photo and ringtone.

That happens only when you save contacts to the SIM. It doesn't save multiple numbers under the same person, it can't. So it saves the same name, however many times you have numbers for it, and just saves the various numbers. You can either fix this in Jeyo, Outlook, or on the phone itself.
