Yes it works now thanks to GPSID which is set to com 3, 19200 baud, and automatic is checked. I will report back if it drains my battery.

You don't need the Modaco cab file. You don't want it being set to COM 4 anyway, seeing as how that port will stay open and drain battery, even after you exit a program that calls it. What you need are two main programs. One is GPS Test, which helps you lock signal.
The second, and more important, is GPSID utility. This is the UI that will let you set the virtual COM ports, so a program will be able to read the NMEA string from it.
You can do a Google search for both "GPS Test" and "GPSID", and you should find them. Actually, they're both in the Modaco forums, so just do a search in there.
