I have full songs in a folder, and ringtones in another folder, both are on my storage card. I used to be able to make two playlists easy because the ringtones were on my phone. The easiest way to make a playlist is to use WMP. Copy your ringtones to WMP library in PC. Once in library, Create a playlist (call it ringtones or whatever you want). Add ringtones to that playlist. Then drag playlist to Storage Card (assuming that's were you synced WMP to) folder under sync tab. Click 'start sync'.
Open WMP in device > now playing > menu > library > my playlists. If everything was done correctly, it should appear here.
