Yep, there is NO GPS function on the Euro Q9h.
Your 3G service in Asia must be 2100 band. T-Mobile is 2100. (AT&T Q9h and 3G service is 850/1900.)
The prospects for flashing a Euro ROM onto an AT&T phone are grim. To my knowledege, two have tried and both have bricked their phones.
